gpepper_here it is,the psd file is attached, just drag and dropo layer to bigger image where you can try it and customize to your needs.
However, you should use different approach on drops that are on the surface, and the ones airborne. The airborne ones should have no drop shadow option, and the bevel setting is slightly different,to make the drops appear more translucent and shiny. Again, it all depends on the background and what type of fluid you are after etc.

I have to agree with EvilSmiley on this work! Is this character part of a team? Good/Evil? Will this be a comic series, or a one time illustrated novel? Really, great work.

Here is a small step by step on how I created one of DinoMonsters images.
I love playing with matcaps in photoshop, really allows for some great results.
Would be great to move the tutorial on the first post of the thread for the accessibility.
