The easiest way I can think of would be to rough in the main structure with something like the clay or clay build up brush then play around with the surface> noise properties to create the fine detail. Alternatively you could try making some custom alphas to use on your brush.

if you’re also trying to achieve a “broken up look” to the ice chucks you could try making your base mesh with zsphere>zsketch, or by painting a mask on another surface and using the extract button; that way you could leave small isolated gaps in the mesh where the ice has been melted or simply did not form.

Use ATN on the image for things like this so you aren’t forcing out lower row images.
