Creating infill

Noob question here. I’m creating a model for a piece that’s going to be 3D printed. As the printed piece is to be quite small, I need to “infill” around the smaller details, so that the details are seen in relief, without losing the detail of those small pieces.

What’s the best way to accomplish this? I was hoping that there was a brush that worked similar to smoothing, but didn’t take any material away… only adding material to the valleys. I tried Smooth Valleys but it didn’t work the way I expected.

Does anyone have some advice on how to accomplish this?
