Combining meshes

Is there a way to combine two meshes together?

I want to sculpt hair as a subtool and add it to the main body. I experimented with retopology but it only allows one mesh to be selected.

1.) Append the hair to the head as a subtool, 2.) then make each subtool a polymesh 3D, 3.) go to one of the polymeshes and “Insert mesh” then retopo them and patch holes.
