Obviously only the artist of the piece could tell you exactly what they did. This is probably the result of a process where a combination of brushes or effects were used.
It looks as if the major groups were first defined–something like the Clay Tubes brushes may have been used here to lay down broad strips of “clay”.
For creating the striation effects, a brush like the Rake brush or something similar to it could have been used to start, and from there I’d guess that the Dam Standard brush (or again, something like it) was used to vary the detail and etch deeper grooves.
As an alternate approach, a brush like Curve Alpha could be used to lay down the fibers as real geometry over the surface by attaching an alpha similar to the Rake brush, and eliminating the Size falloff in Stroke> Curve> Curve Modifiers.

and he said he used the dam standard brush.
I tried to use the dam standard brush but cannot emulate this effect
do I have to configure the dam standard brush in any way?

I don’t think there’s any trick here, just a pressure sensitive tablet and artistry. For fine detail like this the mesh will need to either be high resolution or you will need to activate Sculptris Pro.
Start by establishing the flow and major forms, then progressively decrease the size of your brush and break those down into smaller “fibers”. Use light, repeated strokes and gradually build up the lines like with a pencil drawing.
I might also recommend going to Stroke> Lazy Mouse and increasing both the Lazy Radius and Lazy Smooth values. This will give you a longer red “lead line” with Lazy Mouse, and may assist you with drawing smoother unbroken strokes.
