I’ve seen a couple of tutorials but I have not seen anything that gives me results like the attached picture. If someone could point me in the direction of a tutorial that could show me how to do that, it would be very much appreciated

well, he kinda states that the hair is painted in, over geo that he didn’t care for. So, that might be brush strokes more than a sculpt. But it is possible to sculpt that if you have the patience.
honestly, that hair looks photoshoped over the head sculpture. you may be able to sculpt me though, have you tried making different sections in dynamesh?
