Can I conform a created mesh to existing mesh?

I’m about to create the costume for my piece and wanted to try the topology method rather than mask & extract. My question is though can I conform the costume to the bodys silhouette?

You should try out the Matchmaker Brush for this.

If you use retopology to create your clothing, it will conform very nicely.
