Is there a way to turn off the 3.5 brush cursors default orientation to the
underlying surface? I.E. to have it work as in 3.1?

Turning off Preferences > Edit > Align Cursor to Surface should do the trick. Have a look through the various preference settings, you might find something else that makes your life easier. Hold CTRL over a setting to read what it does.
