"Boning" models?

Did a google search and found this “tutorial”… which is actually just an uber-speedy video of some guy using this technique: http://www.youtube.com/watch?v=6BDWD4b8x4w

I want to know how to do this for myself, to add into a model I made just screwing around that ended up looking a LOT better than I thought it would. If anyone can tell me, I would appreciate it. Thanks!
