zbrush 3.1 had a capture mesh feature in zmapper that let you bake a normal map between a hirez sculpt and a low rez sculpt with different topology/point order.

Sure it is, and with far more control than ZMapper allowed.
What you do is append the destination model to the source model as a SubTool. Divide it to have about the same number of points. Then use Tool>SubTool>Project All to copy the details across. I recommend first setting PA Blur to a multiple of 8. You might also tweak the other settings there, if that will improve the projection results.
If there are problems with the projection you can mask those areas so that they do not receive projection, then fix them manually afterwards. You can also fix some problems after the projection, using the various sculpting brushes (including the ZProject brush).
When satisfied with the project, drop to level 1 and create your normal map.
