I love the colors, it fits the style very well
It is not totally distracting but there is hair growing out of her headband 
You have done a wonderful job on the hair and especially the eyes
The mouth looks to 2D and dark and no definition to the lips
I would like to know how you accomplished the hair, it has the cool spiky look perfect for an anime character

I had tried using the fiber brush, but I couldn’t get the results I wanted so for the hair I used the snake hook tool. While using the snake hook tool I used one of the supplied alpha maps that’s made up of little random dots.
Also to do the hair behind the head I created another layer where I pasted my head tool with the normals flipped and used the snake hook tool on that layer. I later had to erase the errant hairs that were coming out of her nose and neck. 
I’ll see if I can post an illustration later that shows some of the techniques.
Feature Request: I wonder if it would be possible to have it so we have the option of having the snake-hook tool move away from the viewer in addition to having it move toward the viewer? That feature would have come in handy here. It might also be handy if the fiber brush tool has the option of following a users strokes the way the snake-hook tool does as well, so I could have even more control over the grooming.

It is possible to specify whether the Snakehookbrush moves towards or away from you.
To have the brush move away from you:
In the Draw Palette, change from ZADD to ZSUB
To change the amount that the brush is moving towards or away from you:
In the Draw Palette, change the Depth value. The slider has values from ‘0’ to ‘10’. ‘1’ is the default, ‘0’ will cause the brush to move along the same plane as the canvas. Use this in combination with ZADD or ZSUB to achieve the desired angle.
To change the resolution of the Snakehookbrush:
While the Snakehookbrush is selected-
In Tools:Modifiers: there is a slider for resolution. ‘0’ is the default, using 1, 2, or 3 will increase the resolution, though this may slow down the brush.
