Adding texture with no buildup?

Hello everyone! I have a question about adding texture to my dragon model. I have sculpted a dragon. I now want to add scale texture to my model. When I add texture it builds up when you go over parts that I have already added texture to. My question is can I add texture without having the texture build up like if I was applying a UV map? Just one consistent texture. All even.
