Adding poly's in certain area's

In Food’s modeling, He seems to increase the number of polygons, I think, The mouth I see is the best example, On the second page (Sorry, I don’t know how to link images), I am wondering how to do that basically, Increase the number of polygons in a certain area.

Any help would be great

In this case Food used Zbrush´s edge loop function which can be found in the Geometry-Palette.
