3d paint in free space?

I have in mind fast 3d painting approach for concept art use, and so I was thinking that zbrush could do it.

I was wondering is there a way to paint brush strokes in free 3d space without neccesity of 3d mesh to paint on.

The position of the stroke could be done by distance from point of view or something more intuitive.
also the brushstroke should allways be ortogonal to the camera, so they dont deform by rotating the view.
The result would be the mass of brush strokes in space, that produce painterly looking 3d objects and evironments.
Maybe that could be done by painting with particles

somethyg that looking symilar is voxel engine, but insted of volumetric pixels, you could have 2d partricles

zbrush started out with and loads with nothing in the canvas. So no 3d till you go into edit mode http://www.pixologic.com/docs/index.php/Learn_to_Illustrate
