You’ll have to be more specific–with illustrative images if at all possible.
ZRemesher doesn’t close or fuse geometry like Dynamesh. If your mesh is 2D like a plane or open like an uncapped cylinder, it will still be so after you use ZRemesher. The Freeze Borders option is specifically for preserving the points on open mesh borders. If your mesh has holes (missing polygons) on a surface they will still be there after you use ZRemesher, although their presence may distort the results you get and you may have to smooth the mesh to see them.
In such a case you may get better results remeshing a closed volume, and simply deleting any unwanted geometry after the process.
For the record, Dynamesh requires a mesh that is a closed volume with a degree of thickness to work in most circumstances regardless of the close hole setting. If it reads the mesh as an open volume it’s going to give you swiss cheese. ZRemesher doesn’t do this.
