Which two edges are you trying to bridge? Edge > Bridge> Two Edges draws a single polygon made up of a maximum of 4 verts between two edges across a gap in the mesh. So if you are trying to draw it between two polygons that share an edge with more than two points on it, it won’t weld cleanly.
For instance if you attempted to draw a polygon between your highlighted edge and the edge directly across from it, it will not weld to the edge on the bottom because there are at least 3 visible verts between the verts on the target edges.
So ideal usage is this:
Delete a single polygon anywhere on the mesh to create a hole in the mesh. Click on one edge of the hole, then click on the edge on the other side. The hole will be filled perfectly and weld on all sides. If you first use a split operation to add a vertice to one of the edges it will no longer weld cleanly to that edge.
So situations where the feature appear not to work are usually caused by:
You have hidden geometry on the mesh. The geometry the feature draws will not be visible until the mesh is completely unhidden.
A targeting error–you are not clicking on the edges you think you are. For instance a situation where there are two overlapping surfaces close together and you may be accidentally targeting an edge on the wrong surface.
Complicated geometry that may have verts not easily seen by the naked eye. Be sure to smooth the mesh or use Dynamic Subdivision to smooth it. You may be surprised to find that you have a couple verts extremely close together that look like a single vert when unsmoothed. This may create a targeting error.
You have symmetry active and are experiencing a symmetry conflict.
Those are general possibilities. To tell you anything for certain you would need to contact Support and provide the mesh for examination.
