Web searching for Sculpting Flames in Zbrush returns quite a few results for you to see how other users have approached it.
I would probably approach this in a similar fashion to sculpting hair, and there are a ton of available resources on that subject.
You could, for instance, draw the flames out as curve tube strokes, and then taper and flatted the resulting tubes. The snake hook brush with sculptris pro mode can be used to pull out long snakey tendrils that can be sculpted into hair or flames. Lazy Mouse can be used to sculpt long, flowing, unbroken strokes.
