Wool Seat?

Does anybody know how you could create a wool seat, like shown in the image below?

Any specifc brush I could use to create that wool?

I think most artists would approach this with a combination of sculpting and Fibermesh. Remember that you can generate multiple fibermesh subtools for surfaces with a mix of fiber direction/characteristics.
