Wierd normal map artifacts

Can anyone shed some light as to why these artifacts are appearing in the normal and displacement maps? As you can see it doesn’t happen all over the mesh, just in certain areas. I’ve tried redoing the uv’s and resetting the normals but the result is the same. I’m using non smoothed uvs for both subdivision and map extraction if that helps.
