I want my brushes to remain unchanged while hot keying back and forth.

If you enable the “Remember Draw Size Per Brush” In Preferences> Draw, or to the right of the Draw Size slider on the default UI, the individual brushes will remember their sizes when you switch to them. If this button is not enabled then the draw size is a global setting that will be shared by all brushes.
