I have a high Poly count and want to reduce my count by clicking on Freeze SubDivision Levels. The thing is i cant because the area is Greyed out. Is it becuase my model is a Skin_ZSphere model?? if so, can I Un-Grey Freeze Subdivision while im in Skin_ZSphere??

It depends. Is your mesh still an active z-sphere tool in preview mode, or have you created a new skin with it that is now in the tool palette?
In the case of the latter, a mesh must have actual subdivision levels before you can use the “freeze subdivision levels” function. Otherwise there are no subdivision levels to freeze, and you simply do whatever you wish to the mesh’s topology without restriction.
If your mesh is still an active zsphere model in preview mode, go to the tool> adaptive skin menu, and while the tool is not in preview mode, turn off dynamesh by moving the slider all the way to zero, and move the density slider to 1. Now when you create the skin mesh, it will be created at the lowest possible level of resolution (polycount). You can then subdivide that tool (tool > Geometry> divide) to create a subtool with a low poly base and multiple subdivision levels, at which point Freeze Subdivision Levels will be available (though perhaps unnecessary now that you have simply created a lower poly mesh to begin with).
