Tutorial on how hair is done

I’m clueless about doing the hair. Does anyone know of a tutorial or can you best explain steps on how to do something like this:

I’m pretty sure the hair was done in a different 3D package - something like Maya, 3ds Max, Lightwave or SoftImage.

If somebody knows about a way to rock the hair in ZBrush - let us know!
