When I open a model in a document it is in draw mode ok;) ; but I can’t get it into edit mode , everything is frozen and I have to use a tool instead 
If you want to keep an object in 3D then you need to save a .ztl (tool.save as)
If you want a mesh to be 2.5D then you save a document .zbr (document.save as)
I’m guessing you saved a .zbr when you wanted a .ztl.
There is no way to convert a .zbr to a .ztl
