This is because In ZBrush 2022 the Gizmo 3D manipulator is now capable of performing soft transformations. The amount of falloff is controlled by the Focal Shift slider for the Transpose brush. A value of -100 (the new default for the Gizmo) moves the entire mesh as previously. Values larger than this will only partially affect the mesh.
The issue you are experiencing is because in the obsolete version of the program you are using, the Focal Shift value was shared between the Gizmo manipulator and the Transpose brush. If the Focal Shift slider for the Transpose brush is set to -100 while you attempt to Alt-move the mesh with the Action Lines, it will disable that soft transform behavior. It would be necessary to return the Focal Shift value to zero in order to restore the previous behavior.
In the current version of the program this is no longer the case, and the Transpose action lines will not have a -100 Focal Shift by default. I would also encourage you to try using the Gizmo manipulator for this now instead because it is much more versatile than the Action line function you are using, capable of soft-scaling and soft rotational deformations as well.
