Surface Noise Pixelation

Can someone explain surface noise issue I have? I use a base mesh I bought on artstation for sculpting. The topology is good and it’s subdivided to 4 million polys. But every time I apply surface noise in zbrush it comes out blurry and pixelated.

Can someone tell me if I’m doing something wrong, or is this just what surface noise does? Is there a better method I can use in another program that will give me a better result?
