Hello,

I was searching low and high on how to do this kind of thing but in Zbrush

Is there any way to essentially spray paint IMM brush like in this video? With random size and rotation for each object that gets painted onto the surface of a mesh?

Try Nanomesh. Localize based on polygroups, multiple IMM’s per poly, randomization and variation of orientation, location, size and so on. Here’s a refresher by Michael Pavlovich 049 ZBrush 2021 NanoMesh Refresher - YouTube. Search his YT for lots more.
