When setting keyboard shortcuts it’s really hard to know what to avoid overwriting because if a shortcut is already in use a vague pop up that is nondescript…
Is there a shortcut editor to see list of all commands and their current set shortcut and/or their factory defaults.?

There is no shortcut editor.

Likewise, when holding Ctrl and mousing over a UI button, it will show the current key assignment if one has been assigned.
Most single press keyboard real estate is already used.
