when I pressed this button then a cursor become rotate action and can’t do anything more

That scrolls the Zbrush document by dragging within the confines of the button space, not by simply pressing it. The “rotate” cursor icon you see after is simply the normal cursor icon when a tool is in 3d edit mode and hovering over empty canvas space. It signals that the active 3d tool will be rotated by dragging there.
I strongly recommend reading the “Basic Concepts” section of the Zbrush documentation to explain this and other fundamental ZBrush concepts.
