Every time I hover on an unselected subtool the pivot point offsets to the nearest point on the selected subtool, like in the image, that makes my panning, rotation and zooming off from the cursor, I think I activated it through a shortcut and now it won’t go back. It was perfectly fine before.
Couldn’t find anything on google because I don’t know the name of this config.

This is normal. Only the active subtool can be manipulated, and the points on the inactive subtools are not factored in. The cursor will snap to the nearest point on the active mesh.
You can use Solo mode to quickly hide all but the active subtool to the get the inactive subtools out of your way. Also check the Transform palette and make sure that “Local (Transformations)” is active. This should be active in most situations, and will cause the mesh to pivot around the last point of contact on the surface. Again though, only the active subtool counts towards this.
