Polypaint resolution is based on the mesh polygon resolution (polycount). The lower the polycount, the coarser the polypaint detail will be.
It is also subject to the flow of the topology. If your topology is stretched or jagged in an area, the polypaint will be also.
The ideal topology for sculpting and polypainting is evenly distributed quads, as close to square shaped as possible. Tools like dynamesh or sculptris pro brushes can produce irregular topology. If your mesh has been developed with these tools, it is usually best to remesh with Zremesher, subdivide sufficiently, and project the detail from the original if need be, to establish topology suitable for painting.
Also if you’ve painted a different material for the eyes, materials do not blend and bleed across a polygon the same way vertex colors do. This could lead to the patchy appearance of the grey polygons.
