You don’t have a tool selected.
You’re using 4R6. Is there a reason you don’t upgrade to 4R7? 
I dont have full acces internet to download more than 400 Megas and, My computer, at last, is very slow, i bought from several years ago, but in that I am, to try to do the update.
What Beta_Channel said is spot on, you need to have an object on the canvas and it needs to be in Edit Mode.
I understand completely your internet problem, I live on my boat, and sometimes I get charged $1.00 (and more) per megabyte for data transfer, its ugly and keeps me offline for months at a time.
