You would need to crease the bottom of the foot, both around the edge and across the section where the direction changes with a hard angle. Geometry with a mix of hard edges and curved surfaces require either creasing, or reinforced geometry to keep that geometry hard edged while subdividing.
ZModeler has more advanced features for creasing.
Dynamic Subdivision can be used to preview the effect of the creasing non-destructively while keep your mesh low poly.
Note that unless the geometry of the sole and the geometry of the foot match exactly, there is still likely to be an imperfect fit. The sole will need to be subdivided and creased in exactly the same way. It might be useful to model the foot as a single piece, and only split it apart once you have the results that you want, rather than trying to make two separate pieces conform to each other.
