I just can't figure out how to make hard surfaces...

I’ve re-searched lots of material and I can’t make what others do.

I’m trying to make those boots hard surfaced this is the best I could do.

Is there any particular direction you would suggest me to follow?

thanks

You may have subdivided too early. That can cause the “melted” look.

With the boot shape roughly blocked out like that, you can then use the Topology Brush or Z-Sphere Retopology to create a new mesh on top of the surface, along with your desired thickness (you can also make other changes with zmodeler). Retopology this way can give you nice clean meshes with smooth curves, sharp edges, and beautiful bevels.

as boots really aren’t hard surface like a car I would use dynamesh ( at low resolution at first). I would make subtools of parts like straps and soles by masking them and then pressing extract. I would use “trim dynamic brush” , “Hpolish” and “smooth brush” to shape it. U can also try “clip curve”.
