I hate normal maps!

Hey everyone,
I’m having trouble getting my normal maps from zbrush to look good in Maya. I’ve spent a lot of time searching for an answer but although people have reported similar problems, I haven’t found an answer for what I’m struggling with.

I created a shirt in Maya, GoZ’d it to Zbrush, subdivided a few times, sculpted some folds, created a normal map from the lowest level, GoZ’d back to Maya.

When I do this, I get unsightly seems all over my model in Maya. They don’t follow the UV seams, they just appear to be in random places. See the images below. I’m fairly new to 3D in general and this is the first time I’ve made a base mesh in Maya - usually I would just sculpt the shirt from scratch in Zbrush - so it’s quite possible that that’s where I’ve messed up, but I just can’t figure it out. If anyone knows how to fix it or where I’ve gone wrong, please let me know!
