How would I join or fill this gap between these two parts.
Is it with brushes or is there some process or function that does it?
Not really sure how to call this task.

hm there are probably multiple ways, you could create a mesh that fits in there and merge it with the mesh you already have to fill the gap.
or maybe mask the inner area that you want to fill, delete it and use the close hole option in the geomethy>modify topology. this is usually for smaller parts but might work in your case.
im sure there are others who have suggestions for filling it.
