How to quickly model polygons for hair

I need to model polygon strips for hair like in this image. The polygons will then be converted to hair strands.

What is the quickest and most flexible way to do this in Zbrush? Or would it be better to do it in Maya?

Are you familiar with FiberMesh?

Also you can use fibermesh at low quantity and adjust the size of the strands so they look like cards.
