How to fill out the space between 2 parts of the same subtool

Hi all

maybe this is a simple question. I would like to fill the space between 2 parts of the mesh, in this case the leg and the shoes as shown below. I am dynameshing it but it keeps not merging this

any help?

Why not just use the Clay Buildup brush to fill it?
