How To Apply Panel Loops to specific Polygroups?
Without applying Panel Loops to all the other loops.
Or is this not possible?

To affect only the single polygroup, Shift+Click on it to hide all other polygroups, then perform the operation.
This would would be easier to do if your mesh were slightly higher in resolution. Keep in mind that Panel Loops are generally not tuned for low resolution precision modeling, and ZModeler may give you more control in this situation.
