How do I turn a 3d scan of a real dress and make it into a 3D dress that will fit the avatar

I have used photogrammetry software to turn a real life dress into a 3d model of that dress with perfect detail. However, the file is a model not a garment that will fit the avatar.

Is there a tool or method for turning a 3d scan of a model into a garment that can be fitted onto the human basemesh (avatar).

It depends on which file format the 3D scan is in. Below is an image of all the file formats that ZBrush can import. If your scan is in one of those formats, then just click “Tool > Import” to bring it into ZBrush.

If it is not in one of those formats, then Meshmixer might be able to convert it into one that ZBrush will accept.

There’s no one right way to do this, but it is generally much less work to create a garment directly from the dimensions of the 3d character mesh, rather than trying to fit another garment to it that wasn’t made for that character. You can then create a texture for that garment that resembles the target garment.

If you can reduce the polycount of the garment scan far enough, you might be able push and pull the points from the garment scan over the body and use Dynamics to adjust the fit, but this is going to be more difficult, and may return questionable results.
