How do I make a pop-up menu similar to the brushes ('b') menu?

I want to make a pop up menu that contains all my subtools, that acts like the brush menu, popping up in the main window
based on a hotkey. How is this done?

Pressing the N key will give you a popup of all your subtools.

edit: You have to have more than one subtool in the SubTool palette before it will work.
