I have 2 3D model.
1 3D model has a head with very high details/high polygon count
the other 3D model is a body
how do I cut out the head and assemble it to the body and still preserve the very high details/polygon count?

You can either use Live Boolean to fuse the meshes which might take a while, but only changes topology at the intersection leaving your detail untouched…
or…
Duplicate the head as a subtool. Fuse the duplicate head to the body via Dynamesh or Live Boolean, ZRemesh it to establish higher quality low poly topology, subdivide the new mesh sufficiently to hold the incoming detail, and project the high res detail from the original head onto the new mesh.
