How can objects be independent in a single layer with "Merge Down"? ZBrush

Hi, when I “Merge Down” the layers it merges the objects. So they become dependent on each other. They are swarming with each other. However, in a video I watched on the “Pixologic ZBrush” youtube page, if “Merge Down” is applied to the layers, the objects still behave independently. So there are independent objects in a single layer. How can I do that?

You use the “Move Topological” brush to move individual elements in the same subtool. He mentions that starting at minute 1:50 in your video. The video below describes the difference between the Move and Move Topological brushes.
