It’s caused by bad topology.
For whatever reason Zbrush’s uses Sphere3D as their default sphere but it’s a terrible base for sculpting. I don’t know why it’s the default. Its topology is can be useful in limited conditions but a base for digital sculpting is not one of them.
Use the Polysphere as a starting base instead it’s got much better quad topology for a sculpt base. That or start with Dynamesh.
To fix your issue you can dynamesh and/or retopo and project the details back in.
