How best to estimate a model from scratch vs adjusting stock for clients

hey guys,
could one you jedi’s that regularly produce models from scratch for advertising or adjust ones from stock give me tips on estimating a request like the following ? client sent a reference image of real photo of a guy riding a dragon on the level of “game of thrones”. Not sure if this is the expectation level, but let’s say it was or something close.

** FOR “STILL IMAGE” or print only**

have done hi res models before but it’s not something i do regularly, so i am not as fast at it as someone who does on the daily.

am sure some of you have in such circumstances have been asked to do such things. how to you estimate for it and what’s your process ? sketch and paint overs first to approve concept and then straight into production?

“Check out the attached mock up. It’s a sportswear start up company. He wants to have a cyclist riding a dragon – or other creature yet to be designed. I’m curious about a couple things. Do you have access to a complete and very good looking dragon model and how much would it cost to render out a killer hi-rez still – based on placement directions to come later; and how much would it cost to model a creature from scratch – based on illustrations of said creature? Might also need background scenery so throw that into the estimate as well.”

You could probably just buy a CG Dragon and use it as a base for sculpting in ZBrush.
