I is there a way to high lite or change color of active subtools in the palette? They are really hard to see sometimes.

Yes. Many aspects of the ZBrush UI can be color adjusted in Preferences > IColors. Simply darkening the background for the palette results in a higher contrast between the active and inactive subtool entries. You may find many other options there to help you to customize the look to your preference.
To adjust the contrast between active and inactive subtools in the viewport, you can also adjust the Preferences> Edit> Inactive subtool dimming slider.
Please remember to store changes made to the config with Preferences> Config> Store Config to have them persist at startup.

Thanks for the reply. Is the inactive subtool dimming slider not interactive? I can’t see any changes.
Inactive subtool dimming only applies to the appearance of the mesh in the viewport. It is the effect that makes inactive subtool meshes appear to be darker than the selected one.
If Polypaint or a texture is active for a subtool, this effect will not be visible.
Oh I get it. I thought it was supposed to change the look of the chosen subtool in the pallet. Thanks.
