Please go to Tool> Geometry> Dynamic Subdivision and make certain that feature is off for the active subtool. This feature is designed as a low poly modeling aid and will cause exactly the behavior you’re showing here if it has been enabled for a higher resolution mesh.
Next, try this with both a mouse and your Wacom tablet. If you don’t get the issue with the mouse, it may be that your tablet pressure sensitivity is too low. Try setting the “Tip Feel” in your wacom configuration utility to a “softer” feel and see if that improves things.
Please bear in mind that that the Clay Tubes brush does produce highly detailed strokes with a lot of overlapping lines if the mesh surface is high enough resolution to pick it up. This is generally considered a feature of the brush. However, assuming that you are not making too rapid of a stroke, the dab separation you see in the middle stroke of the provided image indicates some sort of performance issue either in the file or on the system.
