Is there anyway to freeze a subtool in order to prevent it from being accidentally
modified?

Well, non-active subtools can’t be modified, with the exception of certain automated functions that repeat the same action for every subtool, and the Gizmo Transpose All feature. So you could simply not select that subtool.
However you could mask the entire subtool which will prevent changes to the geometry in most situations.
