Are you saying that you want to create a new topology with all the original model’s details, AND all subdivision levels?
In that case, one option would be to create your topology as a low resolution mesh, subdivide it, and then use Projection to transfer details from the original mesh.
Another option would be to create your new topology at high resolution and transfer the details, then try reconstructing subdivision levels to get back to a multi-res model.

on option two, how do I “reconstruct” low poly from high poly? wow, I guess I need to read a little more about zbrush3…
The ZProject editing brush. The Wiki can tell you more about this feature.
Tool>Geometry>Reconstruct Subdiv. This does not work with all meshes, but wherever possible it will create a new subdivision level below the currently-selected one.
