Is it possible to set/store a new default value for the view angle in the draw menu? I’d prefer it to be around 28 instead of 50 in most cases, so I’d like to just set a new default value for it instead of setting it all the time.

There is no way to save the setting that I am aware of, but you can record a Macro of the change and have it run automatically every time you start ZBrush.
