Since it’s fairly low poly, my guess is either Zmodeler with Qmesh, or Gizmo with one of the deformers like Multi slice or Extender. Or some combination thereof.
It’s a unified skin with the smoothness set to 0. Use it all the time for back and forth between zbrush and magicavoxel.
So take your boxy model or whatever you want really and make a unified skin out of it with the smoothness at 0 and you’ll get these voxel shapes. A fantastic way to create elaborate curve networks by checker deleting polygroups (zmodeler, polygroup all target with checker selected, then deleted poly group all some of the checker strips on a model like this, do a curve-frame mesh and then place some tubes or curve strips on the crazy curve lattice for good times.
